Two more people have been arrested in connection with a theft at London's Heathrow Airport where 21 people sustained injuries by what is thought to be pepper spray, according to law enforcement.

A 24-year-old man, was arrested in Lambeth on suspicion of robbery and assault and a 23-year-old woman was arrested on suspicion of conspiring to commit a robbery. Both individuals remain in custody, authorities confirmed.

These detentions follow an investigation into an attack at the multi-level parking garage at Heathrow's Terminal 3 on Sunday. Prior to the incident, a pair of female travelers were robbed of their luggage after getting out of a parking garage elevator.

A three-year-old girl was among the those hurt during the incident. A total of five individuals went to hospital for treatment and were later discharged.

Police detained a 31-year-old man on suspicion of theft and assault close to the location. He was subsequently released pending further inquiries while inquiries continue.

Authorities were alerted at approximately 8:10 in the morning GMT after reports came in regarding a number of individuals injured by a noxious substance thought to be pepper spray.

The assault - which police said was a standalone incident and not being treated as an act of terror - resulted in train delays and the partial closure of the Central Terminal Area tunnel and the Terminal 3 car park briefly.
